Political Activities

Founded and was president of the Community Charter Council which successfully challenged the entrenched corrupt political machine in Jersey City by initiating a change of government to a Mayor and City Council model. The new government set in place a system of checks and balances effectively creating a more transparent and responsible government in Jersey City.

Successfully initiated suit in U.S. Supreme Court, which eventually designated most of Ellis Island, our National Landmark, to be part of the sovereignty of New Jersey.

Hudson County Democratic Party - Chairman

Chaired the New Jersey Delegation to the Democratic National Convention held in San Francisco, California in 1984 cast the deciding vote for Walter Mondale in granting him the Democratic Presidential nomination. The Mondale – Ferraro ticket lost to President Ronald Regan in that national election.

Political Offices

New Jersey State Senate – 2 terms (1966-1972)

Member of the Appropriations, Transportation and Environmental Committee

Primary sponsor of first Air Pollution and Water Pollution regulations in New Jersey.

Recommended the establishment of the Department of Environmental Protection (DEP).

Sponsored the Hackensack Meadowlands Development Commission (HMDC) now the New Jersey Meadowlands Commission (NJMC), which brought planned development to a 30.4 square mile area of land in 14 contiguous municipalities in New Jersey.

Initiated discussion with the New York Giants management to move to New Jersey and then proposed the building of a Giants Stadium in the Meadowlands together with the Meadowlands Racetrack.

Member of the United States House of Representatives – 7 Terms (1979-1993)

Served on Ways & Means Committee and was a senior member of the Trade, Internal Revenue and Social Security Subcommittees, which committees completely revised and the laws and regulations of each jurisdiction.

Was actively involved in the enactment of the Free Trade Agreements with Canada, Mexico and Israel.

He participated in the deliberations and legislation involving the Tokyo and Uruguay Trade Rounds concerning GATT and was a principal sponsor of the Caribbean Basin Initiatives 1 and 11, spearheading legislation in developing our trade policy with our Caribbean and Latin American neighbors.

He worked to modernize our trade and tariff laws to assure the opening of trading markets in the new global economy. For his work he received recognition from the U.S. Court of International Trade its annual principal award “for outstanding contributions to the administration of justice in International Trade Law”.

Senior member of the Budget Committee for 3 terms, where he chaired the Task Force on Urgent Fiscal Issues. Additionally, he has been an outspoken advocate for fiscal responsibility. He fought to provide educational and job opportunities for our young and minorities and reduced government spending. He sponsored the Educational Assistance Act. Together with Senator Pat Monyahan granting tax incentives to employees while seeking a college education.

Served on the Select Committee on Narcotic Abuse and Control and developed extensive expertise on drug and substance abuse issues. Has traveled to the major drug producing countries throughout the world and acquired first-hand knowledge of the production, distribution, and trafficking of drugs. Drug and Narcotic Abuse Committee members met, on many occasions, with Pope John Paul 11, heads of state and key law enforcement officials in developing strategies to address the world scurge.

Served as a delegate to the North Atlantic Treaty Organization (NATO) following the fall of the Berlin Wall in 1989. A Conference was called in London to strengthen our allies and considered NATO’s expansion to admit Eastern European Countries, together with the restructuring of its mission.

Appointed by President Bill Clinton and confirmed by the Senate to the United Nations to serve as our United States Representative to the General Assembly (1994- 1995).

The Frank J. Guarini Main Jersey City Post Office was named in honor of his lifetime in public service by legislation signed into law by President George W. Bush.

Real Estate Development

Pioneered in developing the Hudson County Waterfront after being abandoned by bankruptcies of major railroads and worked to develop and rebuild the inner City and Journal Square in Jersey City.

Projects and Development identified as: Monaco Towers, Columbus Towers, The Marbella, Portifino, Charles Schwab Office Building, Doubletree Hotel, Old Colony Square Shopping Center, State Square Building, American Data Processing (ADP) Office Building and One Journal Square Plaza.
